1121 Switch Track w/022C control

I'm trying to set up an 1121 Switch Track with an 022C Control. According to what I have read the 1121 came with the 022C control when it was sold separately. Everything works fine except both lights on the control stay on whenever there's power to the switch track. Is there a solution to this, or is it just the way it is?
