One switch moves from straight to right when the power is turned on, but it does not disengage and keeps buzzing. To move it back to straight, the power has to be turned off and the shaft in the solenoid pulled out by hand. While it is buzzing, the shaft cannot be pulled out. I am stumped.

Sounds like you left out the insulating pin in the control rail on the curved branch.

This happens just by testing the switch on the workbench---not by putting it on a layout. All the other 1122's I tested worked fine.
How are you applying power to the switch on the workbench - where are you making the connections?
