I want to activate the 151 on an isolated track while keeping the light on all the time. Only being activated when the train crosses. Do I need a separate clc clip?

You have two options; run a wire from the connector for the lamp direct to the positive connection on the transformer, or, if you wish to use a ctc lockon, run a wire from the lamp connection to the ctc blade that connects to the center rail.
