Any issues using a 2018 or 2037 engine pulling O gauge passanger cars. Specifically Williams cars?

The 15-16" cars should look fine.

There should be no issues with using any Williams cars unless they are from the Crown Edition era. There were some Crown Edition passenger cars that had fixed knuckle couplers and those always gave me trouble. If it is from the Crown Edition era and has opening couplers I have no problems.
The only problem might be a traction problem when you put too many passenger cars on the track for that engine to pull. I would say five passenger cars maximum. The other issue might be with your transformer, is it strong enough too? I would use at least a 100 watt transformer for five or six passenger cars with lights.
I have a pair of 224 engines; one is a 224E and the other a 224 steam engine and both work good with five passenger cars.

Keep the engine and car wheels lubed, if it pulls them you are A-OK.
The difference between a 2018 and 2037 is magnetraction. The wheels might slip on the 2018. That's no big deal, some folks even like the wheel slip.
In my experience most 2037 locomotives have very strong magnetraction and will pull very well.
Actually I am aware of the difference between the two. I most likely will always be running the 2037. You can tell the difference when trying to take them apart or putting them together and the magnets keep pulling on the screws...lol
