Didn't realize it has been 25 years. Cold, damp and rainy. Plus the stoker screw broke. NOT a fun time!!!

I wonder if it would be easier to cosmetically restore the 1361 and then swap it with the 3750 at the PRR Muesum and get that one running again instead.

No because the 3750 has the same basic design problem in the area of the firebox as does the 1361, and every other K4s ever constructed. They are a 1918 design, which no longer complies with current FRA design safety factor of 4, thus ANY K4s would need a redesigned firebox or restricted to a lower operating boiler pressure, which really would be no big deal for what they would be doing with 1361 anyway.
Funny, I was watching videos of Legacy K4's on YouTube lastnight doing "research" for a possible York purchase when this video popped up as a suggestion. I ended up watching 1361 videos for around half an hour after that....
It's a real shame with all of the money already spent (state & private) that this locomotive probably will never run again. We didn't know how good we had it in the late 70's and 80's with big mainline steam!!!

I had followed some of the rebuild at Steamtown with several visits from 2002 on. A huge amount of work went into the locomotive currently still in parts between Altoona and The EBT (East Broad Top Railroad), Orbisonia, PA. The tender is like new in Altoona. IMO setting outside it could use some paint IMO. It would be interesting to see what gets done in Orbisonia. The last time this project was declared dead, centered on the roof/crown sheet thickness and the Stay Bolt layout pattern. As the project dragged on questions/documentation about the repairs done, and how, appeared to plague the rebuilt. Now at 25 years the documentation and repairs are even more of a question IMO. A Lot of things have change.
Things that I saw left questions in my mind, I by no means am an expert. You would have to wonder about transporting the boiler half way across the state in a re-build state.
Unfortunately Steamtown has two other locomotives in the (Looooooong term rebuild) cycle. The Baldwin #26 0-6-0 which just might see fire again and the Boston and Maine 3713. Eventually all those who have donated to the projects eventually loose interest, seeing nothing happening. IMO.
Add one more the Canadian Pacific 2317 can not be run again/ save for a major boiler overhaul.
Canadian National 3254 is also running out of time.
