PWM so fluctuating.  Better to check for continuity of wires and element first.  G

you might use mth train manual i sent u shows you how to take apart. might just be a loose electrical connector why heating element is not working or board problem, or board bad FET defective. or Asc tech to check out engine or board can be tested in test rig mth asc techs have test fixture!

There is 21volts on the heater element with the smoke turned on.

Has the smoke not  been working since new or had it worked and then quit ?         Did you have the shell off after it was working  and then quit  ?

Are you running conventional or command ? 🤔

It quit before I removed the shell. The fan runs all the time & heating element shows open on the ohm meter.
