Since I entered into three rail O-scale just this past year I missed out on preordering one of these fine models. 
I've always been a huge fan of the FL9's and have wanted a model of one ever since I was a kid, so finally after years of searching I found one on the Public Delivery Track! 
At the suggestion of a forum member I checked their website out and sure enough they still had the New Haven ones in stock, but only the non powered ones...however beggars can't be choosers! I quickly ordered one and it just arrived today! 
This is my very first model from 3rd Rail and I am very impressed by the detail on this thing (the fixed pilot is enough to sell me!)! I may at some point renumber this engine to 2019 to reflect the one I saw at Streamliners at Spencer, but other then that this is a great locomotive and I'm very happy I picked one up!

You might contact Scott at 3rd Rail.  I was at their office a couple of months ago.  There seemed to be some FL9 chassis and shells in the "boneyard".  Maybe you could get a powered chassis for it?  Sometimes Scott gets complete units returned to him.  It never hurts to ask.

 

I have a powered and unpowered pair.  They head my Merchants Limited.  They are very nice models.

My dealer sold dozens of both 3 rail and some 2 rail models when they came out 3 years ago. As for the non-powered ones, all of the remaining non-powered ones were bought by Beth Marshall of The Public Delivery Track as you mentioned where you purchased yours. I purchased four of the 3 rail models, one New York Central, one Metro-North and two New Havens.

  Hope you enjoy your FL9. This was one of the first locomotives that I ever photographed. I missed out on steam, and was not fast enough to realize when the GG1's were disappearing, but growing up in Westchester County in New York, it was pretty easy to watch them. For many years, I would pick my wife up from work in Scarsdale. While I was waiting, I would go across the street to watch 2 FL9's pulling their Metro-North express train (often in NH livery) at exactly 5:50pm.  It was definately a unique locomotive and had a long career in revenue service.
