I picked up this engine & tender at a estate sale and from what I can find out it seems to a 3rd Rail Iron Horse model that they made some years ago. I tried running it with a ZW and it won't move, but the lights, sound and smoke work. Thinking it was a QSI sound system battery problem, I checked the tender, but it appears to be Lionel RailSounds. 

Does anyone have any info on this as to the system and possible fix.

I have two of these in 2 rail and are conventional as was common for two rail steam at the time.  They were produced in 2004.  I do not know what would be in the three rail version, but it would be comparable to whatever 3rd Rail was putting in steam locomotives at that time.  I suspect a basic RLS 2 system with TMCC, but I'd have to check other locomotives from that era.  As for detail, I think is a great locomotive and I hope you get yours running shortly.

Thanks to everyone for the advice and support. As suggested, I closely inspected the engine and found that the LHS concentric valve gear rod was bent enough to jam the main drive rod causing the non-run situation. After a slight adjustment, it ran like a champ.

Lesson learned that it's not always the electronic that cause a problem.
