My new 3rd Rail P.R.R. box cab engine runs forward and backward just fine but the horn runs with out stopping in both directions . Is this a bad computer board , to be replaced ? Any possible easy fix before I ship it back to them , ---- This is in conventional mode , also , there is no battery inside the engine to replace . -- Thanks for any suggestions.

What kind of transformer are you using? Can you test the locomotive with a different brand of transformer and see if the problem still exists?
Is this a new engine or an older model? Older 3rd Rail TMCC engines had TAS EOB. The constant whistle meant the speed sensor is bad or needs to be adjusted over the tach strip. New Production uses ERR. I have not yet encountered a whistle problem with ERR. maybe someone else has.

This engine is from 2008 year , but new and unrun, --- My transformer is a Lionel ZW model from 2008 . I have the MTH Z4000 also but have not tried it on that track.
I am fairly certain that was produced before they started using ERR. I would remove the shell and check the speed sensor. it should be apparent if its not centered over the tach strip.
BTW check at the top of the forum for the TAS EOB installation manual. That will have photos of the motor and sensor.

I recall that the TAS would blow the horn for some error, so that may be what's happening.
