Unfortunately I can't help you. You got a really awesome locomotive on your hands though! I have Lionel's version and it's such a unique engine.
I wonder if you could track down someone selling an engine on Ebay and see if they have instructions they could copy and send you. Maybe Trainz could help?
Beyond that, is there something in particular you're wanting to know from the manual?
@BillYo414 I am going to have to sell it and wanted to have the user manual with it if possible. I was wondering on the tender why all three openings are there on top. Usually those are for accessing the controls (run/pgm, volume, steam).
There's really not much in the 3rd Rail manuals that is all that useful. I've bought probably several dozen older 3rd Rail locomotives, I think one or two came with the paperwork, most didn't.

3rd Rail didn’t start putting TMCC control switches under the water hatches until much later. I think the 4-12-2 was done around 2002 or 2003 which is early for TMCC models from them. It wasn’t until the later 2000s that they followed Lionel and MTH’s example of putting switches and volume pots inside. The control switches are most likely on the bottom of the tender/locomotive.
That being said, opening water hatches are a common feature on brass models and the trend is normally to make the hatches look and function realistically. There often is a mesh screen in the opening which would simulate a debris filter to keep large objects from entering the tender cistern.

Sorry, I was making a joke, I didn't mean to mislead you. Ryan has the correct answer, they just do that on brass models.
