Which large tubes? The ones further in are the short steam pipes from the superheater/throttle header down to the valves on each side.

 

The two large closer tubes provide the exhaust steam for the Worthington Feedwater Heater Tank, i.e. the exhaust steam comes out of the steam chest, on the right side in that photo, and up to the base of the heater tank. The "spent" steam from the heater tank comes back down, on the left side in that photo, and then into the exhaust stand (which of course is missing due to all the boiler work being done at that time).

I described it just as it is shown in your drawing, i.e. out of the left steam chest, on the right in the drawing and in the photo, then exiting the heater tank and down into the exhaust stand, no?

No.

Steam exits the exhaust stand into the pipe on the left (Engineer's side), goes into the FWH, then hot water exits the FWH going down the pipe on the right (fireman's side) into the hot water pump. There is no return for spent steam.

No.

Steam exits the exhaust stand into the pipe on the left (Engineer's side), goes into the FWH, then hot water exits the FWH going down the pipe on the right (fireman's side) into the hot water pump. There is no return for spent steam.

OK, right, memory failure again. Exhaust steam FROM the base of the exhaust stand goes UP into the feedwater heater tank, and then back down towards the feedwater (hot) pump assembly.

No, the feed water pump (hot pump) is mounted under the Fireman's side walkway, as it has to draw the preheated water from the heater tank and then pump it into the boiler through the boiler check, which is surprisingly mounted over on the Engineer's side. The boiler check that is on the Fireman's side is for the injector water supply.
