I think that is not a full feature control system. It can handle conventional and some base commands of command locos I think. It is infrared remote based if I recall right I.e. it will likely run anything, but may not run them the way you expect.
What do you want to do, focus on remote control of conventional runners or enter into command territory or some of both?

looking to sell it or give it away to someone that was interested in it.I was asked that question.Not sure how to give him an answer
It will run Proto 2 and 3 as long as they are set to the factory default address.
