6-18411 fire fighter car

I just bought this fire fighter car but the flashing light (flashing bulb) only works when the car is in neutral. Thought OK, I'll put in a flashing LED which I did using a small bridge rectifier, etc. Same thing, only flashes in neutral. Is this normal? Is there a fix to make it flash all the time?
