Norfolk Southern runs to New York City, terminating in Staten Island, where there is a nice wye. I think it would be tremendous publicity to run 611 to Staten Island!
NS owns no trackage into the NYC area, with the exception of Croxton Yard. We don't run trains onto Staten Island either, so unfortunately I don't see the J making a trip up that way anytime soon...
The assumption that the 611 must run on NS rails should not equate to the 611 not visiting the New York City Metro Area. I thing the restriction for the 611 is clearance through tunnels and maybe weight limits.
Personally, I would be ecstatic if the 611 could run on Long Island.
