I have what I believe to be a 675-8 Steam chest which I have mated to a 2025 boiler, however, the cowcatcher tip intermittently touches the middle rail. I'm not quite sure what the cause of that is and was hoping that someone here would have some experiential wisdom to share.

I have seen this one before with that steam chest. Look it over very carefully and see if it is mounted with the front at a downward angle. If so, try refitting the chest properly. Might take some work.

had that happen to, and not just on the 675. Might need a tad bit of filing where it meets the boiler.
If the bracket for the smoke unit is not seated correctly in the boiler front it will cause the boiler front to not seat properly to the shell.
See if the smoke crank rod moves freely. It might be out of place and interfering with the steam chest seating properly.
Sight the bottom of the cowcatcher with respect to the rails. If it isn't parallel, someone probably was crashing trains like on the Adams Family. If bent down, a leather glove, propane torch and ChannelLock pliers will straighten it. Done dozens this way.
