Actually, I'm pretty sure the FRA regulation relates to the first time there is a FIRE in the firebox PLU pressure in the boiler, beginning the 1472 days of service or 15 years, whichever occurs first. The "installation of the first tube/flue, starts a 12 month "clock", if I remember correctly, and then if the boiler is NOT fired up within THAT 12 months period, then the 15 year "clock" has already started.

49 CFR 230.17 - (1472) service day inspection.

"the initial 15 year period shall begin on the day that the locomotive is placed in service or 365 calendar days after the first flue tube is installed in the locomotive, whichever comes first."

 

The last of the tube/flue work was in 2004. The former 1472-day inspection was completed in 2005, giving 765 a timeline of 2019/2020.
