Found this while looking at train stuff on youtube.  The CP has a neat set up here, if you notice, hardly a drop of water is wasted and the coal load is covered from end to end and side to side.  A good shot of the mechanism is at approx. 0:54 seconds in.

It's my understanding that that is NOT "water" but an adhesive sprayed on top of the coal, in order to prevent coal dust from flying off the train. The same process has been going on at the various coal mines in the Wyoming Powder River Basin.
