No, That is a smart (semi Smart) smoke unit. There may be adjustments that can improve output, and you can also dial up the output via command. G
Smart smoke units already use either an 8 ohm or a 6 ohm resistor and the voltage applied to the resistor is controlled by an 8 VAC regulator typically. So that part is good as GGG says.
You can certainly drill the air intake hole larger so as to pass more air.
You can also remove the sleeve around the resistor if equipped, and replace the scorched wicking with tiki torch wick, or replacement Lionel wadding if you feel more comfortable with that. Smoke output will be improved.

how do you do that? i thought TMCC was on/off.
Down load instructions from Lionels website if you don't have them, but the momentum switches under the TMCC cover adjust smoke output to L, M, or High for smart smoke units with the ACREG. G
