Adding a Proto 3 Loco didn't load all the functions and engine name its seems WHY? Any suggestions as to what happened and how to fix? See pic

I would delete it and try again. Make sure it is the only one on the track.

Agreed.  When I've had problems of this nature, it was due to other engines on the same track.

Poor signal is the primary cause, and extra engines on the track doesn't help.

Had one TMCC on the tracks but this happened before with the whole "out of range" and how the way the loco "added" to the remote.

Some TMCC locomotives as well as some Legacy will really step on the DCS signal.  We've discussed this here many times, the cure is adding a 22uh choke to the pickups of the TMCC/Legacy locomotive to prevent it from attenuating the DCS signal.
