I recently bought the new Lionel GP35 non-powered (dummy unit) I was surprised to find that there is no lighting installed in the unit. I figured I would add my own LED lighting but there are no roller pick-ups either. Is there a way for me to add center rail pick-ups to this engine?

Yes. you will have to go to the lionel website and look at their parts for this particular loco. There will be pics of the roller pick-ups and screws. You might also have to buy the power truck assembly for the dummy truck might NOT have the holes tapped for the roller pick up mounting screws [like I am finding out on my dummy RS11!
