I've put them on tenders, don't see why you couldn't graft them to this unit.  I'd probably try to do something on that plate where the gearbox is on the powered units.  Haven't looked at one of those in person to see exactly how I'd approach it.

Here's a couple of examples of tender installations.

A roller assembly from the powered unit may bolt right on. I did a quick search on Lionels parts site and it's slim pickings for these engines.

This one from the tmcc f7 will probably work. It has the same style truck. These mount with screws on the side of the gearbox. Look closely around the bottom edge of that truck to see if mounting holes are there.

The trucks for the same vintage powered Legacy GP7 are Liondrive, totally different than those trucks I suspect.

That photo of the GP7 truck is the 25862 powered unit that goes with the op's 28561 dummy. Those were Liondrive trucks as well. I owned one but sold it several years ago.

I found the matching collector under parts for 28563, the Great Northern version offered in the same catalog.

The collector came off along with the screws holding that small bottom plate exposing the worm, axle gear, and the bottom of the bearing for the liondrive coupling.
