Can't (and don't want to make this political) post the one of the comments to the article due to the partisan content, but it accurately stated that although the Federal government was ready to move forward with funding there was none in the most current Federal budget.
What I find most interesting is that many of those who support the tunnel propose to fund it via the transportation trust fund and gas tax increases.
A much better source of funding would be the Port Authority bridge tolls, which, according to the linked article "Between October 2011 and March 2012, the tolls took in a whopping $602.7 million".
That's almost THREE QUARTERS OF A BILLION DOLLARS of income in six months.
