Both Riches are on the right path, I believe. This should be part of the 23040 Mountain, Tunnel, and Pass set, which in turn is part of one of two uncataloged 20147 Sears sets from 1958 (note the 'EH' on the box) each containing two trains headed up by a 21160 Atlantic and a 21808 Baldwin diesel switcher. There are two versions of this Sears set, the principal difference being the trestles included (cardboard or black plastic). See page 60 in Bob Tuft's book on American Flyer S Gauge sets for contents (beware typos on the numbers for the hopper and caboose). If you do not have a copy, I can type out the contents for you.

 

Interesting find. A very scarse piece of Gilbert!

The set was listed in the 1958 Sears Christmas catalog marked down to $38.98 from $59.98. Set is pictured with a CNW baldwin 21808, 24309 Gulf tank car, 24019 Seaboard boxcar, 24203 B&O hopper, and what is listed as a 24603 caboose.  The second set is an atlantic style 21160, and not pictured, a boxcar (24039 D&RGW),  gondola (24103 N&W), and a caboose (24603) as listed in B. Tufts book. Set is shown with plastic trestles although like Bob said the cardboard trestles were probably also used as they were cheaper to produce. Both trains ran on the same figure 8 track without colliding by utilizing a 26670 track trip. Listed as 65 pieces.
