I see four rails. Not sure what the purpose of running another line like that is, but there are definitely two 2-rail lines there.

a siding. What is interesting is the hiring of a mobile truck washer to come out and

Wow! Just googled it and the site is huge. Also, there's a single track building in the Hoboken yard that looks like it could be a wash or service drive thru?

That man is obviously too heavy to be on a ladder to get the upper portion of rollingstock DixieLine. And you can see the large amount of water he is wasting by spraying water high in the air instead of scrubbing with a sponge. In the interest of OSHA, EPA, UN Agenda 21,and Affirmative Action compliance that RR should hire some thin young women to wash their gear with sponges!
Something of that nature crossed my mind too, but there is a 4th rail in the picture and is spaced to be exactly in gauge with the center rail.
