Flywheel tape for rpm reader is dirty, and engine surges at low speeds. Is replacement only option?

Presumably this is the RK Alco you asked about in the PS2 forum? It REALLY sounds like you don't want to replace the tape! Fair enough.
So try White-out or equivalent to brighten up the light stripes. Use a black Sharpie pen on the dark stripes. Confirm the reader is the proper distance from the flywheel.
Since the tape is visibly dirty, it's likely the cause of the low-speed surging. I presume you already manually turned each flywheel to confirm smooth operation. If you are set up for conventional operation, you could disable speed control with Bell/Whistle buttons (which takes the flywheel tape out of the equation). If it still surges at slow speeds you have a different issue.
