Are there any free software layout design software or on-line packages available for a Windows operating system? I am using Ross & Gargraves track if that matters.

SCARM - I am not sure what all libraries are included, but I think Ross & Gargraves are. Many folks here are using it and speak highly of it.
I have used scarm. Ross and gragraves libraries are included.
I'm a recent convert to SCARM (I use a Mac) and I resisted using SCARM because I 'm not very comfortable using Windows.
I caved in and started using SCARM because the track libraries are great and, after watching a couple of their uTube tutorials, I quickly got the hang of it.
There is also a thread here on the OGR forum where folks posted a lot of their custom accessories, buildings, etc. created with SCARM. I can't remember the thread, maybe someone else will? Many have posted layout plans in SCARM as well.
If you know how to use AutoCAD and know something about math, a company by the name of Dessault Systems makes an AutoCAD 2D copy called DraftSight that is free, but they pester you with emails to buy the 3D version.
If you do not know AutoCAD, don't bother. The learning curve is too step.
I like it because I can model all the obstacles like walls, posts, or windows.
Since its 2D, you cannot do elevations.
"easy to use" is the catch. SCARM is great and Atlas now has their own version.
All of the libraries are there.
It will take time to learn to use the features, but be patient, you'll get it.
A couple of tips:
The measurements are all in inches
The grid is in 5" increments.
A Baseboard is your benchwork
Tools>toolbox and select an item >right-click are your friends
The track and objects libraries have a little triangle next to the title header to access or change those.
