what these are? Had a volleyball tournament near Philadelphia today and as I was leaving the complex, I saw these and took a quick pic.

Yes, i.e. an idea.
1) The first loco is an 0-6-0T saddle-tank, steam locomotive.
2) The second loco appears to be a center-cab 44 ton diesel switcher.
3) The third "thing" in the distance, is too far away to comment on.
The third thing looks like a speeder or similar maintenance vehicle.
I searched Oaks, PA. Here is what I found on railroad.net
- an 0-4-0 Tanker, formerly Worcester County Electric no. 1, was at Steamtown until being sold to a private party.

No. It is a "saddle tanker", thus it needs make-up boiler water as the steam is used. A "fireless" engine would not have a saddle tank. Fireless locomotives are filled with VERY hot water from the steam power plant where they work. As the VERY hot water releases its steam to the pistons, the volume of the water in the pressure vessel gradually drops. The fireless locomotive then returned to the power plant for a replenishment of VERY hot water.
