Thanks guys  for the insights, my original google searches took me to places like this wikipedia link, too generic.  That is a great shot on rr pictures! 

Thanks to MartyE and Steims, I changed the search terms and  this is the best information I found this morning.  It is a powerpoint presentation with a ton of details on these shipments- the video above obviously shows one of these traveling empty.  Some examples from that presentation

This is obviously a full one being transported.

Hmmm, MTH made a very similar flatcar and that load looks rather easy to replicate.

EDIT: Another hmmm, an old style high-amperage cartridge fuse would make a very good base for the load. The two on the extreme right but without the blades:
