It's HEP - Head End Power.  It contains a generator that supplies power for the train.  If you Google "Union Pacific 2066" (the car number) you can get more information on this and other power cars UP has.  Pretty sure UP doesn't have special Secret Service cars and likely not necessary for a funeral train.

Yup, it's the generator car.  In fact UP has like 3 of them, one is named Howard Fogg.

As additional information, the car "Howard Fogg" is the boiler/dormitory/HEP  car assigned to the steam crew, out of Cheyenne. Thus, it only goes with the steam operation, or the big rotary snow plow, it and when it ever goes out.

If you watch videos of the Big Boy you'll see two to three of them in the train.
