This was in a bunch of tools donated to our local Historical Society. The curator put it on the table with the sign "What is this?"; someone (unknown) filled out a card saying it was used on the railroad, to rake coals off the roadbed. Does anyone recognize this, perhaps describe how and when it is used?

Interesting - looks to be made out of sickle bar blades.
Used to remove/move combustible forest ground surface material. A fire line where no material would burn. Another tool was a combination of an ax and a mattock.
