I purchase some Neolube to darken and weather my drivers on my locomotives.
Any tips on applying it? How long does it take to dry? When can the locomotive be handled after? Will it come off on your hands if you handel the locomotive after it drys?

I believe you apply it with a brush. Let it dry and you're good to go. You will need to touch it up from time to time, and I recommend not touching it at all if possible. It should dry quickly, as the suspension is alcohol (with graphite powder), if I remember.
My understanding is that it is primarily used on the side rods & valve gear, i.e. NOT the drivers. Since the product also provides lubrication, there would be no real reason to apply it to any drive wheel surfaces.
I apply it with a Q-tip. I often find I will apply it and then need to go back and touch up. Side rods and wheels will need to be moved once at least to get to all parts. NeoLube is conductiove but while I treat the rims of the driver tires I do not treat the tread area as it will wear off quickly. You can not handle areas treated with Neo too much as it will wear off. I treat drivers, rods and hand rails. The rest of the loco is done with water based paints.
