I apply it with a Q-tip. I often find I will apply it and then need to go back and touch up. Side rods and wheels will need to be moved once at least to get to all parts. NeoLube is conductiove but while I treat the rims of the driver tires I do not treat the tread area as it will wear off quickly.  You can not handle areas treated with Neo too much as it will wear off. I treat drivers, rods and hand rails. The rest of the loco is done with water based paints.
