I know some have done a lot with arduino, but I was wondering if some could help me get a sketch for a nano or other small arduino together that would monitor the serial line in the engine and say see the whistle data and activate a whistle steam smoke unit? You could also do any function or multiple. With the prices and scarcity of R2LC from Lionel and the cost of R4LC from ERR, I think an arduino would fit the bill at this time.

I’m new to arduino, but have PLC experience. I’ve done basic sketches to replicate firebox flicker and cab light control. I need a helping hand on this if possible.

Doug, there are tons more tiny Arduino boards, those are just a couple of the possibilities.  You can also buy the processor and roll your own board if that floats your boat.  I picked those examples as they both had the USB connection for the IDE which makes it easy to program and test them.  You do have to provide a power supply and potentially some I/O drivers, but it can still be done pretty compactly.

Note that I routinely stick my Super-Chuffer II in locomotives, it's .9" x 1.0" x .6" in size.  I've put that in stuff like the A-5, Camelback, Atlantic, etc.
