I've seen plenty of advertisements G, O, HO, and N scale figures but very few for S scale other that somewhat pricey metal or lead ones. For plastic figures, what proportion size ratio would be the closet, most realistic for S scale figures? Any good sources for decent looking yet moderately inexpensive ones?

You might browse "Toys and Hobbies" on eBay. In the past there have been many 1/64 figures available reasonably. I haven't checked lately - have all I need.
The problem here is what you call "not expensive". Arttista's run $3-5 unpainted and about $2 more for painted. If you have ever tried to paint them for the layout you know that is time consuming. I found painted ones at York for $4 each and felt lucky.
Some of MTH's O scale figures are actually S-Scale. The unpainted ones in a bag are great for adding standing and sitting figures to your layout at small cost. However you have to paint them. There is a pre painted set of people drinking from MTH that are also close to S. Pressiler makes 1/72 people that look great in S-scale! I now have literally hundreds of S-Scale figures!
You can also look at American Models. Their figures run about $5 apiece, painted.
Also keep in mind that Lionel has a set of new "S" scale American Flyer workers that recently came out about 1 month ago that are still available.
