Not exactly. You would have to remove the coupler and pilots from the hi-rail version. I believe the chassis are the same (I'll pull a couple of engines I have and take some photos this weekend) but removing the chassis from the scale-wheeled version is difficult when the coupler boxes are in place if you're using 805 boxes because of the length.

Along this line,is it possible to change out the truck mounted couplers on 3 rail Atlas engines,specifically GP-15's,&mount scale couplers,without electrical work,as they've got the electro couplers? I was thinking about going with 3 rail to keep the TMCC sound. If using O-72 curves,I didn't think the truck swing would be enough to bother the couplers.

Atlas handles things differently -- at least with the past models. The 2-rail and 3-rail models share the same basic structure. The pilots on the 2-rail models are fixed to the body using a spacer plate that contains the coupler mounts. There's also a pilot filler piece. These parts are available from Atlas. I don't think you'll be able to use the hi-rail truck mounted coupler with the fixed pilot, even on O-72 curves because of its size (it would hit the sides of the pilot opening even without the fill parts. On a GP35, the rear pilot may allow you to get away with it because of the short distance, but this would be a trial and error situation.
I've picked up the parts for some RS1's that had zinc rot on the electronic couplers but haven't had time to take them apart to switch them over.
