I got a an atlas O gold series 2-rail GP9, and was wondering if anyone had ideas on what the composition of the wheels are. From what I've heard they're plated brass. 

 

I've had the locomotive about 2 1/2 years now, and i only run it at the club I belong into (Detroit Model Railroad Club in Holly, MI) and we hand lay all of our track (5,000+ft) using steel rail. In my opinion, i think this caused the plating wear off, and what little there is tends to pick up dirt and cause problems. 

 

I am thinking of replacing the wheels with all-steel ones,just not sure where to find them.

NWSL shows this in their catalogue;

2667-6 O 40"/172 wheels, Flush 1/8" x 1.455" axle

2668-6 O 40"/145 wheels, Flush 1/8" x 1.425" axle

2669-6 O 40"/115 wheels, Flush 1/8" x 1.405" axle

2670-6 P:48 40"/115 wheels, Flush 1/8" x 1.335" axle

2267-6 Side Gear (1) - 40DP x 22T SGd x .125" face x 1/8" bore, ($9.95)

 

These are listed separately from the old style Atlas/Roco wheels, but I would call NWSL to make sure.
