If you use the 2nd generation rail joiners that have the dimples on the bottom you should have a good electrical connection.  The original joiners had flat bottoms and made for a poor electrical connection.  You still should add a power feeder every 4-6 feet.

 

The plastic snap connectors on the molded tie strips should how the track sections tightly together provided they have not been damaged.

 

Atlas has been replacing the undimpled joiners free of charge if you call them.

What I want to do is use it with my Lionel T rail track, I sent a email to Atlas and 

they got back to me saying the connectors will fit. For now I want to use the track

on the floor and I don't want the track to come apart. I did order screws from China 

but it will be awhile so I'm hoping this may do the trick.

The best track to use on carpeted floor has the attached roadbed like FasTrak and RealTrac.  It adds lateral stability which minimizes the roll when a train runs on it.  You can get add-on roadbed from Ross and possibly Atlas but the track needs to be screwed down.

 

An alternative is to cut strips of 1/4" plywood or luan about 4" wide and screw the track to it.  Straights would be easy but curves would require curved sections.  Each piece of "roadbed" can support several sections of track.
