I’m having trouble lashing up two TMCC GP60s. They are both programmed the exact same in my legacy remote, so I’m not sure what I am missing. Maybe I am being a pinecone, and it is blatantly obvious, but any help is appreciated

What TR # are you using? You can only use 1-9 for TMCC engines.
If the engines are equipped with EOB cruise, they both need to be on the same speed step setting; 32 cruise on, 128 cruise on or 32 cruise off.
TMCC lash-ups ONLY recognize single digit train numbers, the 17 is your problem!
With a search, access Lionel Document 71-2911-250, The Complete Guide to Command Control. Advanced Operating Techniques starts page 22. This instruction book was part of the original Command Base and Handheld remote, 28 years ago.

@Sams Trains, great Question, yes, TMCC controlled engines can only be assigned single digit numbers, TR-1 thru 9, and it’s been this way from the early TMCC days. You can also operate a Legacy and TMCC engine together but you’ll have to read the owners manual to figure that one out, but it can be done. Very interesting. Happy Railroading Everyone
To run TMCC and Legacy in an MU, you have to run them as TMCC locomotives. Also, the speed curves for TMCC and Legacy frequently don't match, so running them in an MU is many times problematic.
Glad you sorted it out! I have run into issues as well lashing up Atlas GP60s with the EOB speed control. Usually the problem has had to do with the 128 vs 32 speed step settings, as referenced above. I've found sometimes it can take a few attempts before getting the locomotive to properly move into the speed step setting you desire. Also they seem to occasionally "forget" their speed step setting after a while of not being used.
