Reading the manuel for my milwaukee S3 under cab 1 features it talks about getting water tower sounds and coal loading sounds, how do you get them with the legacy module?

I'm a bit confused by your question,theres an icon for the water filling, for the coal filling hold down the (R) reset button. In either case the longer you hold down the button the longer the filling continues.If your using the cab 1 follow the intructions, you do not need the module to get these sounds.
I guess I was expecting to hear the water spout come down etc for water, and coal falling down into the tender. you are supposed to hear the engineer confirm that the tender is full of water. I must not hold the button down long enough for any of this.
I am used to the sounds on my older qsi 3000 sound sets which still set the standard for aux sounds such as this.

Yes you should and you will.As I said earlier you did not state which control system you are using, but the upper right hand icon on the legacy handheld (resembles a steering wheel) activates the water tank sounds, the#3 button on the tmcc remote does this as well pushing AUX-3. The reset icon of the legacy remote(looks like as stop sign with an R in it) held down toots the whistle then the coal sounds activate, this is also activated by AUX-0 on the tmcc remote. Check pages 15 of of your owners manual for legacy. If your not hearing the sounds you are not activating them correctly, or if you have a legacy controller have not loaded the module correctly, FWIW these sounds only activate when the locomotive is stopped.
