I think I need more information ? How does a broken water main flood a harbor? Isn't the harbor part of the ocean ? I can understand high tide or storm surge from the ocean. I know a water main break isn't going to cause the port of Toledo to flood.

Clem, the commercial and tourist district around the body of water is called the Inner Harbor.
Port of Baltimore industrial area is the Outer Harbor.
On the other side of the Baltimore Inner Harbour, the crew of the USS Torsk thought they were supposed to FLOOD ballast tanks and took her down to periscope depth. OOGAH!
