It depends on whether you are painting plastic diesel cab or a die cast steam locomotive. For the steam locomotives, I used Krylon Satin Black. For Diesels I've used the paint sold by a vendor at York, that custom mixes paint and sells it in spray cans and in bottles. Can't recall his name but he has been around a long time and is always in the Orange Hall at York. If I can find one of his cans in the basement I will pass on the name. 

I have tried them all. The best one out there is TRU-COLOR. Online or sold at york. It dries and can be sanded in 30 minutes! You can paint several colors in one day. It thins with acetone, sprayed at 32 psi. The enamel paints take too long to dry making a multi color job a very long process.
