Best paint for plastic flatcars?

Hello, I'm a newbie to the hobby, and was wondering what is the best spray paint to use when repainting Lionel flatcars?

Any tricks to taping and painting them? Does the little decorative wheel mounted on the side of the flat car come off easily without breaking, so I can paint and then glue it back on?

Also, what's the best way to secure a load onto these cars without permanently gluing them down (wood blocks).
