Hi everyone & thank you for reading.  I believe I need to add a ground plane to fix a signal issue with a new small Legacy steam loco.  This location hasn't been a problem with other locos (it's on a PW trestle bridge).   I've done this before on another layout where I knew I had a good ground (new rod and box near the layout). 

I'm not sure about this room, old house and electric.  I've been using power strips and I checked voltage between the hot slot and the round hole, got 120v.  Does this mean it's okay? 

The layout has been working well with larger locos.  I did have another issue with another small steamer in a different section.

Also, where's the best spot to run the plane wire through the bridge?  Along the edge of the ties okay?

Not necessary , in the electrical box the neutral bar  ( white wire ) is also connected to the ground bar ( nude copper ) so it's normal to have 120 volts between the ground pin and the hot of an outlet.  

 

 

I don't know in US , but here in Quebec new electrical installations need 2 rods on the ground and you need to have less than 10 ohms between them  ( of course before connecting them together )
