Best way to glue coal to a clear coated (pilot) tender

I purchased an unpainted (pilot) engine and the coal load for the tender is not installed. People have said to use diluted white glue, but I doubt white glue is going to hold to clear coat very well. I may have to remove the clear coat from the top of the tender? And if white glue is the best approach, is there a type that is best to use for coal, and also what dulition percentage?
