I know it is common for these decals to come loose, but I don't know what the best way is to re-attach them. Any suggestions? Thanks.

Reattach a “decal”? Decals don’t come loose. They flake off and generally have to be replaced. Are you sure we’re talking about a decal here? Please provide a photo.
Jim R - This is the GN 6304 tank car, which is apparently notorious for the GN logo coming loose, whatever it is... It looks like a decal to me.
It’s a stick on, and I’ve tried everything to get it to stop peeling. Nothing was completely successful. Finally used tweezers and a small piece of 3M packaging tape across the bottom. Doesn’t stand up to close scrutiny, but it’s ok while in motion.
Ah, yes, that thick sticker is technically a decal. If it remains intact, you can try using a contact cement. I’d use a water-based one to avoid any chemical damage to the original decal.
But maybe someone here with experience on this particular decal can offer better advice.

Contact cement is your best bet but be careful—that decal is 42 years old. The 9367 UP tanker has the same issue.
