The Black Hall is so large, few modular groups can fill it up (Flower City being one that can). Perhaps being in another hall will encourage more groups to participate?

I honestly don't think the size of the hall has much or anything at all to do with it. My guess is potential exhibitors find it to difficult to meet the stringent set-up and tear-down schedule, and many probably do not like the prohibition against photos being taken. Putting on one of these displays is a costly and time-consuming effort, and I suspect that most modular group members might feel their time is better spent enjoying the meet and saving their exhibit time for other venues.
I believe Lionel will have the Lionel/LCCA FasTrack Modular Railroad set up in the Orange hall. These FasTrack module kits are listed in the Lionel catalog and can be ordered on Lionel's website or LCCA members can order in the store section on the LCCA's website www.lionelcollectors.org. This is intended to be a new national standard developed for Lionel's FasTrack track sections. it has nothing to do with it. Setting up a modular layout mans 4 days at he show setting up, working the show and then tearing it down. You also have to include the cost of hotels, food and missing a good part of the York experience.
it is something I will not do. It's easy to sit back and complain there are no layouts but considering the time, costs it is no wonder nobody wants to set up their modular layout.

It may not be the MAIN reason, but I'm sure a lot of groups could only fill a third of the space. I agree about the effort and cost factors since my modules were part of two York Black Hall layouts (Liberty Hi-Railers and Flower City). Flower City filled the entire hall, but setup had to be started Tuesday afternoon. Needless to say, take-down was frantic, since half of the hall had to be cleared for another "event" by 6pm.
The Pittsburgh Independent Hi-Railers also filled the Black Hall with there Modular layout in April of 2010. It is fun but it takes a lot of time. I do not think we will do it again.
Does the Eastern Division compensate modular groups in any way? It seems that for being a part of the attraction or draw to the event, groups should be compensated at least a little to help offset the burden of the travel and lodging expenses.

I think they have for the past 2 years or so, with a payment I think of $500.(please correct me if I'm wrong). But that does not go far if 8-15 members are involved.
Let's face it...a large layout may draw people to a Greenberg show, but I doubt if people go to York just to see one. At least modular groups can now photograph their display at York during off-hours. It was a real "slap in the face" to be forbidden to do so after all that work and expense.
My first hall I went in at my first York was the black hall. It was not finished then, just open framework. I made my first York purchase there. I purchased a 3 unit Lionel (old Lionel) Budd car set for $150.00. That was 67 York shows ago.
They ought to call it Marty Hall!
