They look like Lionel #418 std. gauge passenger car trucks painted blue.
Didn't AF have a high end set call the Ambassador with blue trucks? But they do look Lionel.
From internet, this is described as "Lionel bodied IVES No. 419 Parlor Car"

Circa 1931 - These light green Lionel bodied cars were cataloged in 1931 only and only as a three car set the only way you could get the Dining Car above was through separate sale. (#431, 418, 419)

I heard that some blue comet sets came with blue trucks.
Early lionel. Blue comet, state set, we're more complex design.
Is the whole truck frame blue, or just the bolster? The sideframes look black.

The sides just look darker because of the shading and angle. The entire truck frame is painted the same, I reckon.
Yes, the whole truck is blue. Just a poor picture.
