Joe, they are both. Boucher was from New York City, and started about 1905. He bought Voltamp (from Baltimore I think) in about 1923-1924.  Boucher produced trains until 1935 or so.  They big, beautiful, well constructed, and $$ Expensive.  I have seen a full Boucher  Blue Comet in action.  It is by far the most beautiful, best proportioned, and smooth/powerful operating tinplate locomotive and train I have ever seen.

Boucher is out there , just a matter of looking in the right places.... two Boucher engines sold yesterday at Maurers

The Boucher line prior to the Blue Comet of 1930 was just the late period Voltamp steamers  , Frieght and large series passenger cars. Steamers had a center pick up added and pilot wheels pushed out for standard Gauge use...Voltamp was 2" .. 2 rail .... which died within a year or so with Boucher purchase of the line.

Ok the hood is up on a mid period Voltamp 2222.. same type construction including double field motor used on the Boucher line. Boucher' Blue Comet ... 1930-1934... it was expensive when new .. estimates of about 50 sets were made .. some have serial #'s ....on the engine .... you are looking at#1

the 2500 engine is double motored ... electric reverse
