Cab 1L not working, new batteries still will not work any suggestions??????

Is this new? Was it working fine previously?
Make sure the base and handheld are set to the same channel, on page 6&7 in the owners manual.
You should hear a tiny chirp each time a button is pressed. If you do not, perhaps the battery contacts are dirty or slightly bent such that even though you have new batteries, the unit is not getting power. If you do not hear the chirp, that would be the next thing to check.
