I have a Cab-2 w/ base hooked to a TPC 400 > Track. Would like to control conv. engines.

How is the TPC connected to the Legacy Base? A long as it's connected correctly and addressed properly the TR command should work. You would have to program the TPC to be in Non Command mode so the voltage varies instead of full on but that's all in the TPC manual that's online.

Remember that when you enter "TR" and "2" you may or may not need a leading "0".
You can try it both ways to see which one works:
- "TR" then "0" then "2"
- or, "TR" then "2"
