The PS-1 bottom board looks like the electronic E-unit that QSI made for years. In fact, the early MTH locos without PS-1 have a similar looking E-unit board that has various resistors and jumpers installed in the connectors that would otherwise connect to the top sound board.

So... if one has a PS-1 unit that has conked out for some reason, could the top board be removed and jumpers/resistors be plugged into the bottom board to have an operable E-unit with no sounds?

That could potentially get a bunch of old MTH units back on the track.

Yes they can be used as a standard e unit.  Take a look at an e unit without PS1.  There are two rows of 8 connections.  One of the rows should have two jumpers right next to each other.  Remove the PS1 board from the unit you want to modify and add those two jumpers.  Hopefully I have remembered correctly and you should now have a functional e unit without PS1.
